Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Significant resources is devoted on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a ability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.
Persistent Threats
Not long after, a automatic firearm opened up on a drone close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, persist.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
